According to the BEIS Heat networks metering cost effectiveness user guide, housing associations that need to fit a metering and billing package to comply will require a budget of £389 per unmetered connection to fit the compliant hardware. Additionally, BEIS estimates that the ongoing cost of the metering and billing service stands at £92 per year per dwelling. However, this does not cover the all the costs related to the compliance.

If your organisation owns or operates communal or district heating networks then you need to ensure that you continue to notify as per the 2014 regulations as well as applying a metering and billing package (unless a building falls into the exempt category).
For many of the unmetered heat networks, the regulations require that heat network owners conduct a cost effectiveness assessment to determine the type and cost of system that needs to be in place on their existing heat networks. This assessment must be submitted by November 2021.

By September 2022, heat network owners across the U.K. will have to ensure that all their existing sites comply with the latest metering and billing regulations.
The situation with new builds is straightforward, all require metering and billing unless exempt.
However, there are three classes of buildings under the new regulations:
- Viable– which require metering and billing. This includes all newly operational heat networks (not included in the exempt category) from November 27th 2020 onwards.
- Open– which requires a cost effectiveness assessment to be carried out.
This assessment calculates whether the estimated savings from deploying a metering & billing package are sufficiently large enough to cover the costs of fitting the package as well as the ongoing service charges.
- Exempt– there are a range of heat network types that are exempt, for example sheltered housing.
